The Town of Vestal is currently seeking a qualified person for the position of Deputy Town Comptroller. The successful individual will be responsible for assisting the Town Comptroller with cash management, budget management, financial statement preparation, audit and authorization of expenditures.  Duties include month end reconciliation and processing.  Responsibilities also include providing oversight and support to a small staff.  The ideal candidate will have a bachelor’s degree in accounting, business or public administration, including or supplemented by 18 semester credit hours in accounting, and 4 years of accounting or auditing experience involving the maintenance of auditing or double entry books of a business, including the general ledger, or in the maintenance of governmental agency books involving appropriation accounting and the preparation of budget and financial reports.  Experience using Munis is a plus and proficiency in Microsoft Excel a must.

The volunteer Boards serving the Town are:


Board of Assessment Review – This Board meets in May of each year to hear tax grievances filed by Town property owners.  Relevant training is provided prior to hearings.  The terms are staggered and are for a period of five (5) years beginning October 1.


Conservation Advisory Committee – Terms are for a period of two (2) years with four (4) positions ending in one year and three (3) ending in the next year.   Meetings are scheduled by the Chair on an as needed basis.  One member is appointed to act as the liaison to the Broome County Environmental Management Council.


Historic Preservation Commission – The Historic Preservation Commission members are appointed in accordance with Local Law 3 of the Year 2010 – “Town of Vestal Historic Preservation Ordinance”.  It is the Commission’s responsibility to make local historic designations and process Certificates of Appropriateness (CofAs) for locally designated historic properties.  Staggering terms begin on January 1 and are four (4) years in length.


Planning Board – The Planning Board acts on requests related to building and development in the Town.  The length of the term is five (5) years.  Terms are staggered and begin on July 8.  Meetings are held monthly.  Required training is provided.


Zoning Board of Appeals – The ZBA conducts hearings and decides on appeals relating to the requirements of the Town Law and the Code of the Town of Vestal.  The term which begins January 1 is five (5) years in length.  Meetings are held as needed.  Required training is provided.
